Deborah Warren

Deborah joined The Arc team in the summer of 2023. She brings more than 25 years of experience as a Human Resources Leader and business partner for multiple districts in the Northeastern Regions of the United States. In partnership with other business leaders, Deborah drives alignment between the business and HR through the development and execution of various human resources strategies; builds organizational capacity and effectiveness through the delivery of various organizational development interventions; and ensures the effective delivery of quality HR services. Prior to joining The Arc of Chester County, Deborah served as a Human Resources Leader for GameStop, Inc for almost twelve years, Human Resources Manager for Exel, Inc. for over 6 years.  Prior to that experience she was able to gain valuable skills in multiple areas of Operations and HR while working for FedEx Ground and major energy companies such as BP/Amoco Oil, Exxon/Mobil Oil, and Sunoco, Inc.

Deborah is a graduate of Wilmington University with a master’s degree in organizational leadership. In addition, she obtained her graduate certificate in Human Resources from Strayer University’s Jack Welch Management Institute.  She is also a Temple University graduate with a bachelor’s degree in business administration focusing on Strategic Management and Human Resources Administration.  She obtained her Senior Professional in Human Resources Certification (SPHR) from the Human Resources Certification Institute.  She obtained her CVR (Certified Veteran Recruiter) training and certification by The Buller Group, LLC. She also received a Paralegal Certificate from Delaware Technical and Community College.  She obtained her (CDP) Certified Diversity Professional designation via the National Diversity Council at Rutgers University. Deborah is a member in good standing with the Society for Human Resources Management (SHRM).

Deborah is a firm believer in serving. She is a military veteran and continued to serve by volunteering as a supporter with the Delaware (ESGR) Employer Support of the Guard and Reserves for many years. She also volunteers and is a Child Ambassador with World Vision (a Christian, faith-based organization focused on helping children, their families, and their communities around the world).  In addition to these worthy causes she served as a Board of Director of the National Diversity Council Tri-State Chapter from 2015 - 2020.
